invasive garlic mustard

We have a problem with garlic mustard in our area. While I pull it every year from our new woodland, it is rampant in the wilder areas beyond our property.

If I use the trimmer to cut the tops off the garlic mustard about now (they are just forming their flower heads) in the worst areas close to us, will this be sufficient to stop seed development? I know they are a bi-annual (rosettes develop last fall and make flowers this spring). Or will they just attempt to regrow their flowers?

The other option is to continue to pull up as many as possible as far back as I can but obviously I can't weed such a large area that I don't own! (the farmer will not care if I trim as it's scrub brush in an un-usable area.
