Strange black sickly stems on (Diabolo) Ninebarks?

Hello!

I don't see this disease documented anywhere. The new stems are blackish, twisted and ugly, like dipped in tar... Though not sticky at all nor powdery to the touch. Tough to break off too... They don't seem to grow past several inches. Definitely not aphids (am familiar with how these build up on stems)... I planted a new one last year, likely originating from the seeds of the same first subject, that had sprung from the ground at a little distance. Put it in full sun this time, but it is affected with the same "disease" as the first big one...

Any idea what this might be?
