some sort of locust?

There are shrubs growing along an expressway I travel(rte 33 in Buffalo) that has these shrubs I am interested in that are growing wild along the side in rock/rocky area. They have multiple stalks, not woody looking, with black locust like leaves. They have no flower or seeds at all like black locust or a Sumac though. The leaves are alternate pinnately compound and oval but a more elongated oval than a black locust leaf. They are very tropical looking. I am sorry I have no picture. For anyone in my area, I see a lot on the 33 west between where Burgard HS is and the 198 on ramp.

Any one with an idea?
