ID Curly Plant

Hello,

I was wondering if anyone could tell me what this plant is (or at least the Family)? Found it growing in clusters or alone along a trail through a marsh in Central New York. Long stalks with this interesting bit at the top:

Any help is much appreciated.

It is a fern. The first one I'd compare it to is Cinnamon Fern, Osmunda cinnamomea. This is the frond unfurling.

Looks like the "fiddlehead" portion of a newly emerging fern of some kind.
