ID help needed, soft white mound flowerhead turning green

Can someone please tell me what this plant is? It has very soft white mound type flower head. It blooms in May in Zone 4. It is tall at least 3.5 feed. It reminds me of a snowflake or snowball. It's currently growing in sun to part shade. Flower heads then turn greenish-yellow with seed pods hanging down. Foliage is also a green-yellow. I've never seen anything like it and couldn't find it in any of my books either. It is a perennial.
