Nootka Rose not blooming

I tried posting this on the NW gardening forum but got no response. Since Nootka Roses are native plants in the NW, maybe someone on this forum knows more about them.

I planted two Nootka Rose plants 2 years ago, in different parts of the yard. Both face south, but one is more shaded from the afternoon sun. Both have grown well, and are about 4' high by 3' wide. However, while one has a zillion flowerbuds and just started blooming (the one in more shade) the other has no buds at all. Neither bloomed last year, but I think they were just too small.

Does anyone know why my "sunny" Nootka rose refuses to bloom? It's on a bit of a hill/berm, and is surrounded by blooming geraniums, foxgloves, strawberries, etc. Is it getting too much sun? Too little water? Could it be the lack of fertilizer (neither gets fertilized, though). . .
