Creating a wildflower bed - Maryland

Hello,

I'd like to create a wildflower bed along the back of my house. I want to take an area that is mostly a mulch/shrub bed and turn it into a wildflower bed.

The area in question is approx. 6' wide by 25' long.

It is also west exposure and gets good evening sun plus has good drainage.

First question is do I need to wait until Spring to plant or should I get started now or in the Fall?

2nd question: since this area is so large.... should I start with a wildflower see matt or something similar? What is the best way to get this type of area started? I don't have a ton of time to dedicate to the area but want to get something nice growing. It will take some work.. :)
