If you're interested, the state maintains a database of rare plant populations. As you mentioned, Platanthera ciliaris is rare in Connecticut, so they would be interested in monitoring it.

I work as a volunteer for the New England Wildflower Society. They work with the state of Connecticut to coordinate the monitoring of the plants. I go out to remote areas searching for plants several times per year. I know the appropriate people to contact about this if you are interested in getting some more information.

You'll have trouble with getting seeds to grow. The orchid seeds require fungi in the soil to grow. The fungi provides nourishment to the seed. If you had a bog garden, and it was innoculated with the fungi, you could potentially raise seedlings. Usually orchids like this are propagated in flasks with nutrient mediums to feed the young orchids. It's a difficult process, and can take several years to get a blooming plant.
