All my coneflowers, cup plant and others -- stem rot?

The flower heads on my coneflowers, cup plants, some black-eyed susans, are turning black at the base and drooping off, sometimes before the flower can even develop. Sometimes the flower is fully blooming and then bluh, its neck turns black and it falls off. What gives? And more importantly, what can I do? Research indicates possible stem rot but there is very little rot down in the leaves or at the base of the plants. If I were to remove all affected plants, I would have to just dig up and haul away entire gardens. Is there any hope? Thanks for your advice, -- Zinnia
