what to plant to fill in a native shrub garden

Hi,

I recently planted a shrub border garden along the fence separating mine and my neighbor's property. The shrubs, from L to R, are: Viburnum Nudum, Viburnum Cassinoides, Purple Beautyberry, and Cethra Alnifolia.

I know I'm probably being a little impatient to want to fill in the gaps between the shrubs, but I'm looking for recommendations. I was thinking a few native grasses, like panicum virgatum shenandoah (which is always available at my local garden center). Will probably plant some Heuchera along the front near the rock wall.

I'm mainly looking to fill in the space so I don't see through the fence and also to provide additional cover for birds/small mammals.

Any suggestions appreciated, and native to Pennsylvania, of course. Thanks.
