Ironweed - Vernonia noveboracensis

I would like to add this native plant to my garden. I have several in my neighborhood growing along roads and in some more natural areas and was wondering what options I have to propagate it. I read on various sites that seeds have a very low germination rate. When is the best time to collect some seeds. I looked at the plants today and most are done blooming, with some of the seed heads turning brown already. Does anyone know when is the right time to collect seeds? Is there a possibility of propagating the plant by cuttings? I really don't want to dig out a plant, they grow on land that I don't own and I don't want to just dig up some, doing damage to other wildflowers. So, anyone has a good idea, advice, or experience with propagating vernonia noveboracensis? Thanks so much in advance!
