White Chicory

I found a white chicory growing along my country road yesterday. This is only the second white I have ever seen, the other being in the weed and wildflower patch in my orchard many years ago. I just did a google search and found that it is rare and "should not be harvested". Well, yesterday I snapped off three dead stalks of it, hoping to get some seed. Will the wildflower police come after me???? I put the stalks in a bag in order to collect as much of the tiny, tiny seed as possible.

Now I'm not sure how to plant this seed. Just giving it a toss and hoping for the best doesn't sound right. Should I clear a spot of ground next to the other chicory in the orchard and just press the seeds into the soil?

I'd go tag the mother plant somehow or at least the area where it's growing, but county mowers mow the roadside regularly during the summer.
