Plant Identification & Seeds ?

Hello,
Hoping someone can help identify the attached.

Also, are those seeds that are on the bloom. How do you go about using them if they are? Do you need to do something with them before they die?

Reminds me of a Bird of Paradise. The things you think might be seeds are the real flowers. The colored "petals" are not petals at all but are bracts that surround the tiny flowers.

I believe it may actually be a Heliconia. It could be a cultivar of H. psittacorum which is the most frequently available species, but thats only a guess. Those do appear to be maturing seed capsules you pointed out.
