when to plant wildflowers

I read somewhere that you can/should plant seeds in the fall or winter. I have a small, 7 x 40 ft area that I have let sit for a couple of years and have various store-bought seed mixes that I bought 1 to 1.5 years ago. Should I wait till spring or try getting them in now or like Feb or March? We have 20 degree F at night and 40 to 60 F in daytime right now, in western NC. about 2400 ft elev. Thanks. and I am just starting w wildflowers so keep that in mind! the bed has had straw and a small amount of bought humus. sunny from the north and trees start shading from about 2 pm onward from the southwest but plenty of light in general. Sorry if this is too confusing.
