Narrow evergreens for small, part-shade area

We have an area that's about 8 feet wide and 5 feet deep, that's in front of a low fence. We need to create evergreen screening in that area (commercial property is opposite it). We're zone 6 in NJ, about 2/3 mile from the beach. The exposure's east, but it's shaded by trees. It gets sun from about 9 am -12 pm, and filtered sun during the afternoon. I'd call it more part shade than part sun.

Presently, we have miscanthus gigantus. First of all, it's not evergreen, but the real problem is that although it grows tall, it's not getting as full as it should, because it wants more sun. We've considered arborvitae, but have been told that they want more sun. We've considered bamboo, but have been cautioned about its invasiveness.

Any ideas? We want to be as careful as we can, because we don't want to pump more money into this area and not achieve our goal.

China Girl Hollies would work in these conditions, and you can prune it to contain the growth. You will need to keep in mind ,to plant 1 male for every 2 females.
