Rodents killed my garden last fall

I know it wasn't a garden pest like a beetle. I live about 10 minutes from the GWB, and my house is right next door to 'state' property, all fenced in, and all overgrown with bushes, trees, and old leaves from 2 years ago. I had 11 feral cats that I would feed once a day, and in return they took care that any rodent would be destroyed. The city forced me to catch and bring my cats to the animal shelter. It killed me to do this, but fines are worse. Within one week, these rats and other vermin (I don't know if they are moles, groundhogs, hedgehogs, or whatever), were having lunch on my impatiens, the roots were torn, and the flowers were eaten. What can I plant to avoid this from happening again. If anyone can help me, I'd be very happy.

Sorry about the cats. My mom lives in Western New York and has no pets, but she hates the moles,voles,mice and chipmunks who destroy her flowers and other plantings every spring.

Can you keep a terrier? They take care of rodents. How about just one cat?

My problem is bunnies and I just bought a product called
"Shake Away." I can't tell you if it works yet as I just used it this weekend for the first time (but so far so good - the new flowers I planted are still intact). The main ingredient for the bunny repellant is garlic granules and I noticed that they make different types for different critters that you are trying to get rid of -I do believe there was one for moles and voles. You have to reapply it several times until you train the wildlife that your garden wasn't planted for their lunch.
