When to treat for winter moths?

Last year the winter moth caterpillars did a number on our ornamental pear trees. Given how many moths we had fluttering last fall, I'm nervous for this year. When should I spray? I bought both BT and a spinosad-based spray. The trees are now opening both leaves and blossoms, quite suddenly with the warm spell, so I suspect the answer might be "yesterday."

The blossoms seem much more sparse than last year. When do those set? Would the caterpillar chomping last spring have destroyed many of this year's buds?
