Revive Overgrown Lavender?

Hi from CT everyone!

First spring in our new home! Back in the Fall, about late-October/November, we had a lot of neglected pruning to take care of. I dubbed it a straight up "slaughter" how bad this perennial garden had been maintained by the previous owners, if ever!

Anyhow, we're having a great response with several plants budding with prettiness, but I am concerned about the lavender bushes lining the front. We have a good ten foot line. We cut them back very hard because they were completely neglected and overgrown. There is another bush in our backyard with shoots, but there are so little, if any, on the line in front.

Did I kill them? Are they going to need time to rejuvenate? Is there a top soil they prefer to help spark them again?
