Help! Tomato seedlings bitten off!

Yesterday I planted 24 tomato plants, all healthy and about 6" high. This morning I went out to find that about 8 of them have been bitten off. Not chewed off at ground level, like a cutworm does; but some snapped off about 3 or 4" from the ground, some have leaf stems cut or snapped or jerked off, and those are lying on the ground near the plants. I suspect birds. This is a high fenced potager, and cats can't prowl. Or rabbits get in.

Does this sound like bird depradation? And if so, what can I do?
