starlings eating my annuals

I have a pesky starling that has invaded my newly planted cutting garden. The bird nests in the house next door and has eaten the leaves off of most of my young plants, including snapdragons, cosmos, dahlias, sage and a few others. All are annuals except the sage. Does anyone have a know discouragement for the birds? I notice it has barely touched my vegetable garden, which is mulched in black plastic. Do I need a bird net? If so, how do I deal with all the different plant heights? Any other ideas?
