Viburnum pests other than leaf beetle?

Hi! What might be eating my viburnum? I don't think it's viburnum leaf beetle--the holes in the leaves look smaller than what the beetle is supposed to make, and I looked for eggs this winter and didn't see any. There are small holes in the leaves, and where the flowers are emerging there is a webby material with tiny black droppings in it. At first I thought it was winter moth, but they're all gone on other plants. Last year I had the same thing, and they did some leaf damage, and ate all the flowers off as soon as they bloomed.
