Hollyhock invading my yard

My neighbor who has a chain link fence has undesirable looking hollyhocks next to the fence that are spreading to my yard. I am spending a lot of time digging and removing the tubers. Is this going to be an ongoing task for me-if so, is there anything I can do to prevent the tubers from coming into my yard?

You can sink a root barrier along the bottom of the fence. The hollyhocks I grew didn't have tubers, so I am not sure exactly what plant you are referring to, but you could get the black plastic edging that's about 4" deep (if that is deep enough) at big box stores.
