Bug eating my astilbes (pictures)

For the last two or three years a few of my astilbes have been getting their flowers eaten. Until this year it was mostly the younger and more delicate plants. Now they're spreading to the more mature ones as well. Today I caught the bugs in the act. They appear to be tiny brown and black beetles. See pictures below of the bugs and of the damage they've done so far. On some other plants they've eaten almost all the flowers. Any ideas as to what kind of beetle this is, and is there anything I can do? Thanks!
