Disease problem/question

I have a few hollies and a yew that have a black soot like substance covering some of the leaves along with small white cotton like balls all over. Is this an insect or some other disease and what is the best way to eradicate it?

The cottony insects may be scale, which often comes before sooty molds. Not sure how this is controlled - maybe with horticultural oil? The URI factsheet is pretty good, I'm sure there are other sources of info and I'd love to hear from anyone who has tackled this problem.
