Debra, it is a coreopsis, just not sure which one. I always had the plain yellow one. It is very cute and yes, cheerful. Someone will know the variety, I'm sure.

Sorry, I don't know the name of the variety, but I've had it, and it was more or less biennial for me. It's one of my favorites, and it self-sows just the right amount. No, wait, not quite the right amount, otherwise I'd still have it, and sadly, it seems to be gone. I do love it - someone gave me a packet of seeds from their garden, and I must have mulched too much a couple of years ago.

I was given a similar coreopsis to trial. Although the petals on mine are more "spiky" (not sure if correct word), the tag reads Coreopsis 'Big Bang' (TM). Common name: Tickseed; Height: 24"-30"; "perennial" (third year).
