Now is the time. It doesn't matter if it's bare-root or potted. Just make sure it's watered if it remains dry like it has been the last couple of months.

I agree with above, however, if you wait till leaf drop, water loss will be less (that won't be long probably it seems early fall this year), though it should still be watered if nature doesn't provide.

But if you have time now...have quality plants..and plan to have time to water this month, go for it :)
