Help managing brush/native grasses in rural CA?

We purchased a second home in a rural area of California. It sits on 2 acres and there is quite a bit of brush/native grasses. I am not a gardener at all and I've been trying to research how to manage this. I want to minimize fire risks, limit the proliferation of foxtails or other barbed grasses (which can injure my dog), and for aesthetics (the grasses are almost knee-high right now).

My limited research seems to show that folks can do controlled burns (too risky with the dry conditions this year), chemical control (DH suggested using Round-Up but how much would we have to buy to cover the lot?), or animals (rent some goats?). I'm not sure if mowing is feasible as the back yard is steeply sloped in some parts and rocky.

What do you recommend? Are there other methods I haven't thought of?
