Suggestion on type of soil

Hi, I'm a novice gardener and plan on doing some balcony gardening this year starting with a few herbs, tomato and peppers. I was wondering which type of soil I should purchase for this purpose. Also, is mulch helpful for these types of plants and type of gardening?

My favorite soil mixture is as follows: 1/3 vermiculite, 1/3 peat moss, and 1/3 compost (I use manure, but mushroom should be okay.)

I use hay, as a mulch, on all my plants to keep the weeds at bay.
