Get ahold of a product called Dragon Super Weed and Brush Killer. The can will have a formula for mixing a very strong solution to kill shrubs and bushes. Cut them down to the ground and then treat the stumps with this solution. I used this to kill an evergreen hedge and only had to retreat one stump.

Yes, I am afraid to tell you that photinia is one of those plants that will regrow quite happily from a severe stump cutting.

Thanks for the feedback - it sounds like using Dragon Super Weed and Brush Killer is a good start. Looking at the product website, it appears one can cut the stump down to ground level and apply the product liberally - then wait 3 weeks before replanting. I guess I cross my fingers and hope the Photinia doesn't re-sprout! Thanks again for the response. Dennis
