Removing Photina/Preventing regrowth

I have 125 feet of 7 year old Photinia hedge that needs to be removed. I've given up trying to keep it from being decimated by leaf spot. I am planting ceanoth (Dark Star) in it's place for a 4-5 foot hedge/block. I planned to use a chain saw and cut the Photinia off at ground level. Willthis be suffuicent to prevent the Photinia from sprouting? If not, should I treat the photinia before cutting to kill ... or soething topical after cutting? What products would you recommend? Thanks!
