starting a brand new in-ground garden

Hi today is my first day on your website!
I am starting a garden on land that seems to have never been gardened on before. It has been infested with weeds the past few years that I've lived in my house. The weeds have not grown up yet so I tilled the ground to get rid of the weeds roots. Could the weeds spread if there are only roots and there are no seeds? I am at a stand still because I am not sure what to do next. I know that I need to get those weeds out but I just want to make sure that tilling is not making it worse. Also the thing that I do not like about being at a stand still is that when i first dug into my dirt, the ground was very moist beneath the surface but my ground is drying out ever since I have turned it. But I also heard that I should not work the ground while it is wet. Should I water my soil?
