does allium grow under heavy mulch?

hi all
i have no knowledge whatsoever about gardening basics :P. my partner and i have this backyard garden that was full of weed when we got this property about a year ago! i somehow managed to plant an apple, a cherry and a willow tree with some small rose bushes, some blackcurrant plants, lavenders, lemon balm with some regular herbs. this year i planted a laburnum plant and some allium bulbs. the bulbs are about 8 inch under the top soil with some regular compost and i mulched it with an inch of heavy cardboards and newspapers. i have read somewhere that newspapers are weed barriers but i am worried about my allium bulbs. will they grow under the cardboards or should i just remove them?

It's not likely they are going to grow through an inch of cardboard and paper - can you remove it from over the area where you put the bulbs.
