Need help with border shrubbery

I live in So Cal, hardiness zone 9-10 or Sunset Magazine zone 23. I need to plant something along the front of the house between the house and lawn. I have a planter area that's about 2' deep with Mexican Heather in there that's not doing to well. It faces west so it gets the full afternoon sun on the front, and faces north on the other side that gets some sun. I don't want it to be taller than 2-3'. It needs to be low maintenance as I don't pay too much attention to the garden until it's too late. I must have acid soil because plants like Indian Hawthorn and Gardenias prosper in other parts of my yard. I would like it to flower now and then but otherwise be evergreen.

Any suggestions?
