My agapanthus has lots of green leaves and has put several scapes. But the ends are brown at the tips and don't open. What's the problem?

Agapanthus require a constant moist/wet soil during the spring and summer. The brown tips indicate either low soil moisture or high soil moisture. Given the amount of rain in the southwest I suspect low soil moisture.

Is that a deciduous Agapanthus - or evergreen?
