Can I put mulch right over grass?

We have grass growing right up to the house, and I'd like to mulch around the perimeter of the house. Can I just put down the dark paper, and mulch over or do I have to remove the grass? I did try removing some of the grass, but it was too hard. Kaci

Just lay down 5 or 6 layers of newspaper and lay the mulch on top of that.
But why do you want to mulch if there is not a garden or shrubs? Grass will keep water from washing and eroding the soil.
