How do you know when a plant is dead?

I have two plants, one is a miniature rosebush and I'm not sure what the other was - it was a green plant with large leaves and a white leaf that grew or "bloomed" in the center.

Both of these plants were neglected for a couple of days and the leaves turned brown and fell off. I cleaned out the dead foliage, repotted (they were in their original store bought pots at first) and watered them daily.

They haven't grown back and it's been weeks. They are literally just two pots of soil on my patio. How do I know if it's time to chunk them and start over?
