What is the best way to ship seeds, bulbs, tubers?

If I would like to trade seeds, bulbs, tubers, should they all be dried out? What is the best way of acomplishing a good shipment?

Air dry seeds indoors on a paper plate for a few days. Put seeds into a ziploc baggie in a bubble wrapped envelope.

Wash soil off bulbs and tubers and air dry. Wrap tubers and bulbs still plump with their own moisture, snugly, in newspaper or shaved wood in a box.
