Planning a garden... help?

So in the back of my house, there are two retaining walls. I've (almost completely) cleared all the weeds and grass so I can start planting. I have a few plants in there - two rose bushes, a hydrangea, two lavender shrubs and have a ton of space to fill as it still quite a large area. I'm going to take some russian sage, shasta daisies, and black-eyed susans from my mother's garden. I'm hoping to grow most of the rest of garden from seed. I'll try direct sowing some seeds this fall and spring and then winter sowing a bunch of others.

But I've never really had such a large space to work with. How do I plan what to put where with the seeds? I mean, I know I want the taller plants further back and the shorter ones towards the front... I guess I'll have to put markers down where I plant stuff. Do I mix some seeds together or just plant in separate clumps of seeds? It's a bit overwhelming....

Any thoughts or suggestions would be greatly appreciated!
