shallow root evergreen hedge

I would like to plant a hedge along one side of my yard (to block the view of a very dreary neighboring yard) There are drainage pipes directly under the area I'd like to plant over. Probably about 2 feet deep. I'd like a formal-looking hedge that is evergreen using a shrub that won't be stilted by trying to root past those pipes. Any help would be appreciated. A trellis or anything similar won't do as I have a huge pergola, an arbor and trellis already in my landscape. Thank you. Tina

As long as whatever you plant can get its feet down, it will adapt to the pipe being there with no ill effect to the plant, assuming soil & cultural conditions are favorable to the plant. OK to assume the pipe is genova or other material that is impermeable to plant roots?
