Flies, Floppiness & Moving Young Plants Around

I'm a new perennial gardener (I planted most of my plants last fall & some this spring). They're growing well, but I've noticed 3 things that I'd like advice on:

1) my garden attracts a ton of flies--the biting kind. No fun to hang out in the garden. Is this typcial of gardens or does it have anything to do with the heat/drought in my region?

2) many of my "low maintenance" plants are floppy, ie cone flower, blanket flower & others--is that due to the heat/drought?

3) I'd like to rearrange some plants--most planted last fall, some planted this spring--can I move them this fall or are they too young to be moved yet? How old should they be when I move them?
