Trying to grow Mona Lavender

I discovered a little Mona Lavender plant on my garden recently and I wanted to take some cuttings and make them grow in pots since I'm moving soon and I want to take it with me.
The picture here is how my experiment is going, it's been around 2 weeks and no signs of roots at all.
I think I didn't do the cutting right. I cut two leaves and make sure the nods are underwater.
What am I doing wrong or how do I successfully take the cuttings?
