Love and Peace Hybrid Tea Rose

Hello Everyone,
I am very new to gardening, as I am taking over for my wife, who is stuck in New York. We have two rose bushes that we received last year. We brought them out this spring but they have yet to produce flowers this year. Any help would be greatly appreciated.
