New to Gardening

Need Help with my Corkscrew Willow

I pruned up my corksrew willow and then about a week later I noticed that the leaves were falling off and the branches have "RED HAIR" I have contacted Davey Tree they have no clue. The tree seems to be dying more and more everyday. The tree has little flower buds on the trunk. I have had the tree for over 5 years and it was beautiful and I will hate to have to replace it

Can anybody help me

First impression is it's probably a rust disease, but w/o pictures, it's tough to offer anything definitive.
