Dealing with wild Morning Glory

We bought an older home about 4 years ago that sat vacant for awhile. I have a stretch of garden along a fence that I would like to plant perrenials but there is wild morning glory along with other vines growing on the fence. We share the fence with a neighbour so it is impossible to remove all vines and I think some were planted there for privacy.

I was thinking of putting down landscaping fabric, covering with mulch and then cutting holes in the fabric. I've read that it can be a pain but I think cardboard wont be enough to squash this weed.

I already tried just putting down a foot of mulch in a test area and the darn things grew through that...

Any suggestions would be helpful!!!
