feeder bluff, south facing oceanfront

We have a property that faces the ocean. A large part of it is a slope that is heavily planted with native along with a few very old fir trees. However, at the very edge is a steep bluff (25') that ends at the oceans edge. The soil is glacial till and it is partially covered with English Ivy which hangs over but does not root on the steep face. There are sections that are exposed soil. I am trying to get something to take and cover the slope other than ivy. I am concerned about erosion. Perhaps hyro-seeding...? Any suggestions? Also, any thoughts about what to plant at the base of the slope. This area gets gentle wave action in the winter months.
