Planting perennials after weed treatment

I am new to gardening and finding it challenging to learn about controlling tenacious weeds harmoneously with planting perennials and shrubs. I have a very large out-of-control and difficult to manage steep hillside to deal with.

About 3 weeks ago I weeded a large portion of this hillside area as much as I could by hand and then sprayed with Extended Control Round Up to get rid of poison ivy and other tenacious weeds, then mulched. I'd like to plant some flowering bushes and perrenials there but I've been told to wait until the Round Up is sufficiently neutralized by rains (it has been very rainy here). Although the Extended Roundup claims to last 3 months, weeds and grasses are growing back now. I'm wondering if that is a good sign that it's safe now to go ahead and plant? I posted this in Weeds Forum too, but no replies so far.
