Is this a type of bamboo

I'd like to get help identifying this plant, which is spreading on a dry back hillside in Los Angeles. The stem has ridges that look like bamboo and the leaves are sort of croaked and flat. It stays pretty low. I haven't seen it before and it looks like trouble to me. Here are some photos. Thanks for your help!
