What to do with mulch in spring

Hi. I am new to gardening plants that I cannot eat. I just prepared and planted a bulb bed containing lilies and hyacinth bulbs. I put about 1" of hardwood mulch on top. My questions are:
1) should I put more mulch on top?
2) do I scrape away the mulch in the spring or will teh bulbs find their way through?

If you want the mulch to keep out weed seeds, another 2" would help.

The bulbs will find their way through. If you remove the mulch in Spring, the weed seeds will happily grow in the exposed soil. Also, the mulch helps keep the soil moist and it adds structure and nutrients to the soil as it decomposes.
