right way to install soaker hoses

I am have gotten half way thru installing soakere hoses and I am not sure if what I am doing is correct. I have connected two 50 ft lengths that wind thru two beds of perennials. Do the hoses need to be right on top of the plants in order to be effective? I am finding that the length of hose furthest from the faucet was getting almost no water when I did a test run. Is this common? Will it cause me to over water the beds nearest the faucet in order to get adequate water to the beds at the end of the hose? What effect does a pressure regulator have on this process? I read some info that says install it and the manufacturer instructions on the hoses do not mention it. Thanks!
