Firespike Bloom

Hello-Approximately one year ago, someone gave me some small clippings of Firespike from Florida and I now have some of it outside in the ground and some in a large-sized pot inside in New Jersey.

First, I wanted to know if there is any chance that the plants outside might come back this year (and even maybe bloom)?

And second, the clippings I have inside have grown quite a bit to approximately 4 feet tall but with no flowers. I was wondering if there's something I can do to help them bloom?
