Quick growing shrub for privacy in a narrow area?

My neighbors just clear cut the trees on the dividing property line. The trees were spindly and covered with poison ivy, so I don't really miss them, but they put up an ugly 4' white vinyl stockade fence that makes me feel like I live in a fishbowl. The fence is on the property line, so I only have a 10 foot walkway between my house and the fence. I need ideas for quick growing shrubs that can divide the space and provide some privacy. It can't get that bushy because I need the pathway for access to my backyard. The area is very shaded because the houses block the sun for most of the day. The soil is fertile with good drainage.

Something flowering would be a bonus, but just something fast growing to provide screening is my priority.
